As there is no oil pressure inside the gearbox, HS packs are in reduction mode, cycling, without any load on them. Range box has no lubrication except splash lub, but as there is hardly any load on it, it does not seem a problem to me to tow it for 5 miles. Thinking about it, if you tow a 1210 were ...

It might be export spec as well, we have 3 implematics here (850/880) with the 12 speed gearbox.

The block itself is no turbo block, as there is no oil return connection for the turbo. Having said that, it does not tell if turbo pistons have been fitted. According to our local ex- DB first mechanic, first gears on a 6 cylinder need to be engaged very carefully, or else, the gears will be damaged. If you are thinking of buying, i would calculate with the worst possible. If it's an easy fix, you're lucky, if not, you will have some budget to repair it...

P5009 is the Simms / Minimec pump. Have you checked the oillevel in the pump? Have you ever replaced the oil in the pump? However, if you can get your hands on a full power steering set cheaply, buy it!

On a 990 I would prefer full power steering over PAS, but that is my personal opinion...
