How about using a tank cutter tool and cutting a decent sized hole where you can access the tank, swill it all out and drill a ring of bolts around the hole and bolt a cover plate and gasket over it.

I think there is a plate in the cab floor under the rubber mat on the left hand side. If my memory is correct we removed the plate (4 screws) and had to enlarge the hole with a disc cutter to get to the clevis and pin.
